I asked the same question about RSG's (and Olympic's) second set of pins back in June in this thread. The answer I got was.

why not release the courses,e specially the US Open courses, with two or three sets of pins right away? That way, the Virtual US Open can be played with different hole locations
RSG was photographed four years ago prior to the 2011 Open Championship. I would have thought that would have been plenty of time to introduce a new set of pins before now. I appreciate that WGT are very busy at the moment but they've had tons of time to update RSG.
We all have to accept that WGT must prioritise the most important things when they allocate programming resources. Without gnomes for tee markers, the very fabric of the site might unravel.....
