Stuttering, skipping meter motion is mostly a networking/connection issue. No one ever accused me of being a cheerleader for WGT, however in this case what that particular issue there is only so much they can do on their end. Are they doing it? I seriously doubt it as it would take boatloads of cash, like way more the the first three Cash Crashes brought in that's for sure.
In saying that, really you just have to mess around with your setup / configuration until it plays right with them. It does change, it can be good for months then just fly apart like a cheap Versace knock-off.
As for the seeming early clicks, the 'turbo meter', the slide-by's (click well in advance and watch it slide by the ding and stop about 4 bars late. Those are mostly a result of the timings which are being thrown at your meter/shot profile when you execute your shot. If your connection is crap or your mouse is junk then you can get issues that look like these shots.
There is nothing you can do about that except learn to try and anticipate them. You'll never do it 100%. WGT won't and shouldn't do anything with this, if they didn't do it then all the auto-mouse clicking programs, macro apps would work like 99.9% of the time again.
One other thing to take into consideration is whether you are on a Mac or PC they both handle input differently. You can through using a third party app get OSX to operate more inline with Windows using raw input, which helps to cut out that floaty/laggy feeling mice can have on Mac's. I use it on my 2007 iMac, if I disable it I have no shot at coming even close to being execute shots properly.
