From the city you name (Bled) I see that you are in Slovenia. Certainly different and difficult conditions, as golf must have been deemed un-socialistic for 50(?) years. Greenfees may more aim to tourists than to locals(?)
Here, some practical and theoretic education called "Platzreife", similar to a driver's licence, will only cost slightly less, and, in addition to that, it's mandatory for any German to join a golf club (or golf course) to be given access to any full course. Membership used to be in the range that you describe 10+ years ago, but now it's down to 1,000 to 2,000 € p.a. and zero to 400 € entry fee. Budget offers are around 150 € p.a., viewed with suspicion by the traditional officials.
My rule of thumb is, "You can play golf here if you can afford 2,000 € p.a. (and have enough time to do it)!"
