YankeeJim: Perpetuating a cash flow while fending off the howls of "unfair" isn't likely to change.
I get that, but if such logic is valid then profit at any and all costs is ok. I don't think that is their plan. Yes, they want to make money, but they also know that if cheating becomes so rampant and pervasive that it corrupts the entire gaming experience for the majority of players they know it can jeopardize what does work.
I am not saying they are perfect, but I also don't want to assume the worst either. For example, if a crooked mechanic is discovered doing shoddy work and exploiting his costumers his business could fail if that information comes out that it is part of his business model. If it was a mistake or happened inadvertently, he can recover.
I would like to think, WGT does try to restrict or limit or take some action but we simply don't always know that because they can't disclose the results of an investigation. The problem is they can't necessarily stop a person whose account was closed resurfacing....
But they can control or prevent such players from having the "opportunity" to manipulate their own structures that require players to level and tier up normally. Again, the challenge is these players also know how to avoid leveling up or restricting their ranked round play to stay at the lower levels longer and win more credits, which then allows them to buy the better clubs without spending any of their own money! This vicious cycle actually has a greater effect on those who are paying money and putting money into the game and if their experience is not remaining a good one and they leave then it seems WGT could be losing money in the long run because these other players are not putting money into the game but preying on those that are....
Fortunately, while the problems exists and can be seen they are not so pervasive that it has completely broken the system because enough players continue to play and spend money. If those percentages shift and the players exploiting the system have a negative impact on the profit margin then sweeping changes are more likely to be made, but until then as you say...it is unlikely to change...
