Pebble Beach is technically not "locked", you could find some explanations here:

That is no answer.  I would like to know why, if you can't get on the course why it is still an option?

Maybe in 7 years (2019 US OPEN) . But you make a good point. Why is it still there if you can no longer play it in any format ?

Uhh, Icon, maybe there is some confusion because the FAQs are not up to date. They currently read (first item):

'The golf courses available right now are Bali Hai Golf Club in Las Vegas, The Ocean Course at Kiawah Island Golf Resort in South Carolina, Wolf Creek Resort in Nevada, Bethpage Black in New York, St Andrews in Scotland, and Edgewood Tahoe Golf Course in California, Pinehurst No. 8 in North Carolina, Celtic Manor in Wales, and Oakmont Country Club in Pennsylvania. Many new courses will be added over time.'

Obviously there are a lot of courses missing from that list.
