That would be like saying if you played in a PGA Tour event for 71 out of 72 holes and are leading and WD due to injury, emergency, or whatever reason they want, you should get paid because you played the previous rounds and were leading so you deserve the winnings. That is not a legitimate argument. If you want to get paid out finish the round and win the credits. If you don't want to play in the final round don't enter the tournament. This is not something wrong with the brackets and will not change.

But there's still 1 huge unresolved bracket issue that has been going on from day 1. If none of the 2 finalists posts a score (whether they WD or are just unable to play in due time), neither gets awarded ANY credits
I don't know for sure but suspect if the golfer in the scenario above did not get ANY winnings from the tournament there would be a court case.
The 2017 U.S Open paid: Winner: $2.16m, Runner-up: $1.3m, down to 66th: $22,729 and the other 76 professionals that competed but missed the cut each took home $10,000.
So I can't see how a golfer retiring in the final round would be paid less than those who played two, I'm guessing he would have been placed 66th and Paid $22,729. In addition the pool of prize money would have been paid out in full to the golfers, not kept by the USPGA or the sponsors.
