Average score resets once your tier changes. A Master's average is based on scores as a Master at the more difficult level.
Plus, there are a few of us around (like me) who were arbitrarily put in certain tiers when the tier system was implemented. We never had averages low enough to meet the requirements under the current rules but they had to put us somewhere. It all works out.
