If that's the case, then they're just creating an environment that encourages individuals to take the easy way by playing red-tee, country-club tournaments. After I saturated at Legend tier, it took me a year (to the day) to get my average to 60.000 and move up to Tour Legend.
Unless I simply played the front 9 of St. Andrews every day, it would probably take me a couple of years to move to Champion tier, after saturation. That's assuming I played from the default tees for all my ranked rounds.
I guess it's their game, and they can do what they want. But I really hate it when people "move the goalposts." The requirements should be consistent for everyone. Of course, consistency and WGT don't often find themselves in the same sentence. ;-)
Edit:
But this post by WGTShamWow clearly states it's 200 rounds (unless I am misreading its intent):

So we now have two new Tiers, Champion and Tour Champion. The requirements for these are:
- Champion Tier is 200 ranked rounds in Tour Legend on top of what you have already played up until the 7/30 release.
-Like other tier requirements there is an average score required.
