Actually, a person can shoot a decent round with the starter ball. Like any other balls, you simply have to learn its properties and be very focused. Where it can really cause problems is with distance.
I played the front 9 of Pebble Beach the other day and shot a 30 with the starter ball (card below). Even so, I was lucky to par the 9th hole because both the drive and approach were into a strong headwind. After the drive, I had ~240 yards to the hole. I just got no distance from my drive. In any case, I got it to just in front of the green and was able to save par, with a wedge to about 3 feet.
The thing is that I can't do that consistently. I'm just not able to be that focused all the time.
